In a mixing bowl, combine the shredded cabbage, chopped carrots, chopped scallions, soy sauce, sesame oil, grated ginger, garlic powder, and black pepper. Mix well.
Lay out a wonton wrapper on a clean surface. Place about 1 teaspoon of the vegetable mixture in the center of the wrapper.
Dip your finger in water and moisten the edges of the wrapper. Fold the wrapper in half diagonally to make a triangle, pressing the edges together to seal.
Fold the two bottom corners of the triangle towards each other and press to seal.
Repeat the process until all of the filling is used up.
Heat the oil in a wok or deep frying pan over medium-high heat. When the oil is hot, add the wontons and fry until golden brown, about 2-3 minutes.
Use a slotted spoon to remove the wontons from the oil and place them on paper towels to drain excess oil.
Serve the wontons hot with your favorite dipping sauce.
